More than a year ago, University of Oklahoma President David Boren and supporters filed a petition to gather signatures for a penny hike in the state sales tax to fund education.

“The crisis is before us. We can no longer turn our eyes away from it,” Boren said.

On Tuesday, voters will give Boren their final say.

State Question 779 is perhaps the most hotly debated issue appearing on ballot this year, proposing a 1-cent sales tax hike mainly to fund $5,000 salary increase for teachers.

Here are five things to remember about the proposal.


Attorneys for Oklahoma’s Children Our Future, a pro-SQ779 group, sent a “cease and desist” letter Monday to a Texoma area TV station for “false and misleading advertising” by Oklahomans Deserve Better, a newly-formed political action committee opposed to the proposal. At issue is the claim that less than half the revenue from the sales tax would be used for teacher pay. Read the letter here.

Q: The main portion of State Question 779 is the teacher salary increase of $5,000. But rather than adjusting the state minimum salary schedule, it requires districts to adjust.  Why?

A: The amendment says that every teacher shall receive at least a $5,000 raise on top of each district’s 2016-17 salary schedule. All of our districts decide or negotiate their salaries, so, in order to accommodate that local ability, each district must add it to their 2016-17 salary scale. That way, even those districts that pay above minimum will be required to give their teachers the full $5,000 raise. In addition, we would not want the state minimum salary schedule in the state constitution. That would cause the state to have to have a vote every time the salary schedule is changed.

Q: Do most teachers earn the state minimum?

A: The number of districts paying on the state minimum has increased over the last several years due to state budget cuts. About two-thirds of our districts pay on the state minimum salary scale. Teachers in bargaining locals are, for the most part, the teachers who make above the state minimum. They are mostly in urban and suburban areas. About one-third of Oklahoma’s school districts bargain with their teachers.


Oklahoma is not the only state with an education initiative on the ballot. Voters in Missouri, Oregon, Maine and other states will consider proposals to fund schools.

Teacher candidate: SQ 779 “isn’t the golden ticket”

One of the main supporters of State Question 779, Shawn Sheehan says he still feels a degree of frustration with the proposal. “It most certainly is not exactly what we needed,” Sheehan, a teacher at Norman High School, said during a public forum Thursday. “It isn’t the golden ticket.” And yet, he says Oklahoma educators “need this as a sign of hope.”
